Is this type of like Victorian/ruffly top in style or what?
I went shopping recently for shirts, and nearly everything that I found had some sort of ruffly thing around the neck and/or puffy little cap sleeves at the shoulder... Is that in style now?

if u like dressing very high fashioned then yes, but if u like to have a more simple look then not really, but if u wear something like that u wouldn't be out of style or anything like that. personally i like clothes like that. I hope i helped!!:)
